According to its annual report for fiscal year 2002, Elwyn cut several local programs because of "funding issues," including the county’s Welfare-to-Work program and the Treatment Foster Care program in Delaware. The Services to Children in their Own Homesprogram was also discontinued, and other programs, including the Edgmont Township Community Living Arrangement, were relocated.
Most significant was the closure of the Sleighton School in Middletown and Edgmont townships in August 2001, a move that opened the door for real estate sales that could bring Elwyn millions of dollars in new revenues
